Perturbation theory is a mathematical tool for approximating the energetic response of weakly disturbed systems. The basic idea is to take a “simple” system that you can solve on paper, such as an atom, and to “perturb” it by introducing an energy disturbance, say, by having the atom interact with a particle of light. Solving this outright would be impossible, but as long as the perturbation is small, it is possible to expand the new answer out in terms of its known energy states in order to estimate how they change.
